Nanako got the same treatment as Kae in a different phase of her life. Also she's childish just not in the same way as Kae. Nanako is haughty and smug to the point of being full of herself, whereas Kae is too focused on having fun and fighting.
In comparison they're both similar ages with how long they've been around, but they were not the same age when Shifu messed with them.

They're around the same age visual, but Kae has a much more immature personality and often can look younger because of it, but some people like focusing on the mature aspects of her body and making her look older. However she's got a similar circumstance to Ceolice and is actually significantly older.

She's got tech integrated into her that extends her longevity (among other things), so she might look around the 18 range, she's got quite a bit more under her belt.
