Actually, the doll came like this! This is the Limited Edition Wedding Rapunzel doll from Tangled Ever After. The doll sold out on the Disney Store website, so they took her down.
The doll you've been seeing is the basic, cheaper version on the Disney Store website. They made her hair blonde like that so she would be recognizable to small children.
