Because Rewind Rumble is meant for actual, legitimate fights. Characters like the Minions or the Rabids, or characters with 'Toonforce' and the like aren't fit for Rewind Rumble and belong in Cartoon Fight Club.

BTW you've seen the movie Wreck It Ralph right? If not then I suggest you watch it before you read the story. Just so you know who the basic characters are.
