Oh well, Charles has a pyscho skill which can kill people's a lot. Charles have a knife like Chara. He would do it to Henry but why he will do it if he is nice. Charles will not do it to his friend and use only for the enemies we're the person trying to hurt Henry.

Well looks similar but mine, he is a pyscho but still on the Goverment. General inform Charles as a hunter of Henry. So he is called the Mad Hunter. Charles will aboart the ship and hunt Henry down. Why will Charles hurt Henry a lot of times. If he is been betrayed by Henry. he is mad already and starts to hunt him.
By the way. If he is betrayed by Henry, of course. The Goverment will accept Charles joining the Goverment. He would take revenge from him of course. Dr. Vinschpinsilstien also made Charles into a cyborg.
Same from the Revenge Route in HSC:
Henry is betrayed by Reginald and the Goverment knows that so he let Henry join the government to take the Revenge on Toppats.
This is not familiar, If the Goverment would not let Charles join. They would try to stop him but who will be strong enough to do that because the person who died recognize what happens and Takedown him back for what he have done.
