Hm, you could be referring to the placing option - if you've save a pic that you want to copy onto another, then just go to file > place... and locate the file. If not that, try copying and pasting onto different layers.

Which layouts - my blended ones or the cut out photos merged into a collage?
My main techniques are using the pen tool to cut out images (though I don't think photoshop elements has the pen tool - use the eraser instead), I also have heavy use of layer blending options, (eg hard light, overlay...) use lots and lots of textures (eg paper, prints...) and my backgrounds are nearly always created using scratch textures (which can be found around this site).
Any specific questions about a particular layout? I'll try my best to help.
