Hmm... well I'm not perfect at using photoshop but I can give you some tips. One of them would be searching for tutorials using photoshop. Everyone has a different style and way of wanting to color.

Number 2: layers are your friend, use as much as you want and never flatten them until you are completely done your picture.

Number 3: if you hold Control + add G you can group your layers together. It's really helpful. This makes sure when you color it won't go over anything you don't want colored.

I learned by experimenting, trying different things. It helps if you also examine other peoples works (just don't copy them lol).
