When Tugger says "Oh, well I never! Was there ever a cat so clever as magical mr. mistoffelees?" he's actually using incorrect grammar; the correct grammar is "was there ever a cat AS clever as magical mr mistoffelees" not "was there ever a cat SO clever as magical mr mistoffelees."
