It depends on which perspective it's from~ your OC can be a rebel against the government that forces them to be soldiers and work to take down the Queen and Princess, a rich citizen who has not much to do with the boat, or a loyalist on the boat who works hard to be able to serve.

The rebels are fighting for freedom and are almost always from the villages.

The loyalists are fighting to stop the rebels and help to conquer the rebel country Coridos

The villages were poor and didn't have much money to spare and were raised with little education other than being told that the Royal family was to be respected (though you could go to school if you had the money)

Being born in the city is more like living a more modern life but most people do have quite a bit of money, most of them respect the Royal family and have no reason not to
