No need to be jealous, I no longer have the equipment and software to color. =P (Razz)

But with anything you just need practice and put time in learning any coloring program's tools.

The drawing pads or Tablets as they're also known are overrated in my opinion. You dont need that to be a good artist. It's only useful if you dont have access to scanners.

Photoshop is a bit tricky. I've been made aware that it's pretty expensive, specially if you get the whole CS collection which includes many more programs. But I think Adobe does offer the CS2 version of PhotoShop for free. you should look into that.
