Well, normally you pick a price in points or USD that you feel fits your work, and set that as the price. Normally, though not always, you'll have a form for people to fill out so you get all the information you need. Normally people offer different packages. It may be based on headshot, half-body, full-body.. it may be shaded vs. unshaded.. traditional vs digital.. style differences like pixel vs chibi.. basically, it's up to however you do art and what you offer. Then you get to pick if you want payment when they order before you start work, after your work is done but before you upload it, or after you upload it. Some people also do half up front and half at the end. So, looking at your gallery, you might offer..
a basic sketch like this for the cheapest, and allow more panels for additional fees: Kageyama isnt good with words
another "sketch" that would be on your lower tier is something like this, but it'd probably be a different "package' because of the difference in style: Frustrated Origami Novize
then, those same sketch styles but colored might be another step up in price
Something colored and more refined in style but only a headshot would probably be another step up in price, but still lower, like this: Suzy Berhow
And then something fullbody and colored like this would be more: Hot and sleepy afternoon
Then this would be a lot more because it has that realism quality to it: Dean Winchester
And most expensive would probably be something like this, because it's realism and it's colored: Castiel
Although if you did something like Castiel but full-body, that'd be the most expensive, and the option of adding a background would probably be an additional fee.
So, here's my suggestions for the structure. Obviously, these are just my ideas, you do whatever it is you want to do:
Package: Sketch. Messy style, black and white, quick sketch.
Sub-Packages: Headshot, Half-Body, Full-body.
Additional Options for Extra Fees: Sketched Background, Colored.
Package: Digital Drawing. Much more refined than the sketch, black and white.
Sub-Packages: Headshot, Half-Body, Full-Body.
Additional Options for Extra Fees: Digitally Drawn Background, Colored.
Package: Realism Digital Painting. A realistic digital painting, black and white. Might come with restrictions like requiring a good reference.
Sub-Packages: Headshot, Half-Body, Full-Body.
Additional Options for Extra Fees: Realism Digital Painting Background, Colored.
You can make up rules to them. Like: must have good reference, will not work off of written-only descriptions, no refunds, will do revisions for a certain fee, whatever floats your boat. Obviously the opposite of all those rules are also something you could do!
Price-wise, that's entirely up to you. A few hundred points is average for certain artists, others ask for the $10-$15 range, still others are up in the $40+ area. Depends on what you're willing to work for. Some are just happy for money of any kind and have low prices and tend to get more commissions. Others refuse to work for money that isn't even equivalent to minimum wage, so they have much higher prices, and tend to get less commissions. Basically comes down to what is driving you to get commissions--to get a bit of money for art you already wanted to do, or to get a "fair, reasonable" amount and not do the art unless you're getting properly compensated?
Hopefully that helped you out, if not, you can ask more in-depth questions. I've been on dA for years (though this account is only about a year old, it's new) so I'm very familiar with the process and happy to help you out.

Now, for my own commission request, I'm looking for something of Talen: ruanly.deviantart.com/favourit…
I don't have a very big budget right now, so if you decide on a price that's outside of my current range, I'll have to commission you in the future, which isn't a problem. I particularly like the style you have in Hot and sleepy afternoon or something like your Castiel piece.
