There is also Photoshop that is quite like the same as Paint Shop Pro. I think it's harder to learn but it may even produce better outfit. Depends what you like. So I recommend Paint Shop Pro or Photoshop.

Hi! I'm not complitely sure what you ment but this is what I usually do:
First I draw with pencil. I skan and then start the coloring and other digital editing with Pain Shop Pro 7.
I start with retouch (that white hand) -> burn
...to make the lines look darker. I also give some more contrast to fade some dirt. I don't actually use layers, I just use the freehand -> point to point to limit the area of colors. With clone brush you can do pretty nice effects. Then I use retouch -> lighten/darken RPG to create some shadows or then I just use the freehand. My methods are not maybe the best but this is how I do them. If you got any questions on some particular work of mine, don't be afraid to ask!
