First off, the colors of the woman look like you used puke for a color pallette.
Second, I would reccomend using framing and resizing.
My suggestion? Google a program called "NeatImage" and download it, it's excellent for noise reduction. Other than that, the deviation "Drug Addiction" is pretty good, just resize it, frame it, and take the noise out and I'd say it's good. But of course, you're probably not going to take my advice because, after all, I just have stupid pictures of puppies and such. Hahaha... right-o.

Oh, and by the way, if you took the time to learn NeatImage, you'd see that it's as simple as a couple settings and the "plastic" is gone. I usually add about 20% to the luminance channel sharpen.
