Yes, they usually are. When viewing a deviation, it has a copyright symbol and a username in small print right underneath it. If you don't want people to download an image, than you can edit a deviation's settings to turn that option off (you can also do this while submitting a deviation). When you fullview a deviation, sometimes they have the deviantART watermark on the image; if the image is the right size, you can put the watermark (or your own watermark) on your images too.
There are also Creative Commons licenses, but I have never used those before, so if you plan on using them, refer to the Faqs.
