SCC prides itself on... stealth, we work slowly.

BTW, love the " how to block" journal... very useful. ItΒ was a button when I started on DA. Some things do not improve.
You need to do a journal on "reporting" ( have not looked, don't know if you did it yet)
The key to killing him... is getting enough people to report him.
But then... we will need to find His other catch of stolen artwork... there is always 2.
