Use lip-liner on eyebrows. It's like a pencil for your lips. Except I've never used it on my lips. I have like fifteen colors and they have never touched my lips. But they're great for facial markings, you can use them as eye-liners (though I supposed actual eye-liner would work better), and eyebrows...I used a blue one on my eye brows, and people asked me if I had gotten them dyed.
