I'll mention again now that I used OpenCanvas...
For the first question, I used an actual picture of clouds and used it as a reference. I used 50-percent opacity brush with no pressure-sensitive opacity to create blobs of different colours, then turned on the pressure sensitivity to blend in the blobs with the background itself.
Shading-lighting is done purely with the Brush tool. OpenCanvas has a really wonderful Brush tool I never saw in Photoshop.
