It is good, but the lines are uneven.
And the eyelashes look abit funky.
The background could use a bit more effort.
It just needs to be fixed a little. It would help if you'd sketch it first, than add a layer, go over the sketches.
The shinings are really good, it needs slight more shading. Nd the nose and mouth need to be moved up just a little, one of the eyes are too big and the other abit crooked plus the bottom is to dark.
Other than that, I like it, it just needs improvement with the lines mainly, okay? ^^

About when you said sketch, I did sketch. Though I use a mouse to draw so that's why the lines are uneven.

ah, i know what you mean. my Gimp is a pain to use, i use a mouse too, my lines arent even either, mainly because my hands are abit shaky with a mouse

Okay. Let me start off with the lines.
They look very rushed and quite frankly sloppy. "Flutterbats" face is not even and the proportions are off. They eyelashes are not even on both eyes.
The shade is not even, nor are the pupils.
The shading is seeming to go every which way. The background is plain. Maybe next time try to spice it up? You need to slow down and put in a little more effort.
