Perhaps there's some deep-seated meaning behind dirty?
Maybe Caesar was once the head of a large criminal organization called G.H.O.S.T. until it was taken down by the Equestrian Intelligence Agency's best agent Con Mane, and though he himself escaped, Caesar had to watch his entire organization crumble before his very eyes. Escaping and originally planning to rebuild his criminal empire, he reformed somewhere along the line and saw the errors of his ways. He eventually was able to live off of the fortune that he had, though couldn't bear the memories of the horrible things that he did whilst head of that organization no matter how many charities he held or ponies he saved. He destroyed or discarded every memento he could find that reminded him of those days, but there was one thign he could never bring himself to get rid of: his monocle.
You see, his monocle was the first present ever given to him, and it was from his to-be wife Lyrica. Growing up, his parents and "friends" would never love him or show any love for him, not even act it, and it was that that drove him to the dark conclusion which would push him to become the mastermind he was: "If they won't learn to love me, then they'll learn to fear me!" he thought. Unfortunately, Lyrica had given him the monocle before he became a major criminal, so when he finally became one, the monocle became ingrained into his appearance. Now that he thought about it, it was really the most evil of the imagery left over from the old days.
Eventually, as his good deeds piled up and his life went down its new track, Caesar slowly began to forget about his dark past. One day, though, a former victim of his recognized the monocled face, and called him back to the dark past which he knew he would have to one day face...
...or he could just be paranoid about the dirt in his glasses, I don't know.

Not really, lacking time and all that. I'm open to suggestions about canon characters, though, but can't promise anything =/
