The world of Mehriga is located coreward of the feudal interstellar empire within the Imperium of Man's Segmentum Ultima that is governed by the Ultramarines Chapter of Space Marines and governed directly by the Ultramarines' Chapter Master who holds the Imperial noble titles of Lord Macragge and Lord of Ultramar. The Mehriga system is rich in natural resources and the fourth planet of the system is nearly a perfect match of human habitation. Close to 70% of the Mehriga IV’s surface covered with water and rich farmland interspersed with mineral-rich mountain ranges and, when combined with the mineral wealth of the other 17 planets and four asteroid belts in the system, make Mehriga a key world in the sector for resources for the armies of the Imperium and the Adeptus Astartes.
The planet was settled by generation ships nearly 20,000 years ago during the Dark Age of Technology then cut off from the rest of humanity by the same warp storms that isolated Holy Terra and hundreds of other worlds. During this time of isolation, the colonists of Mehriga fought numerous wars, were reduced to stone-age barbarism, and then rose back into civilization with no help from outside. Mehrigan scientists had discovered the remains of their generation ships and had begun deciphering the STC computer files when the fleets of the Emperor of Mankind arrived. The governments of Mehriga had already realized that their world was not the cradle of Mankind and embraced the arrival of the Emperor as the “Day of Reunion” and celebrate the anniversary of his arrival to this day with joyous ceremonies and feasting. The people of Mehriga were eager to take their rightful place in the Imperium and saw the arrival of the Emperor as an awakening. The 30 nations of Mehriga buried their differences and united in a matter of just a few stormy months as radicals were crushed or driven into hiding.
Mehriga eagerly joined the Crusade to unite humanity, supplying both troops and resources to the Crusade fleets and working closely with the Ultramarines. Close to 100 regiments of volunteers were raised to join the Crusade, chosen from among the elite of the Mehrigan military and equipped with the best weaponry and armor available. Gigatons of food and water was sent to orbiting ships to resupply the Crusade fleets. Civilian volunteers such as scientists, physicians, historians, and writers also joined the fleets, determined to provide whatever they could to unite humanity under the Emperor. Never in Mehrigan history had the planet united so thoroughly behind a cause as they did when the Emperor arrived.
Mehrigan scientists were inducted into the Mechanicum where their knowledge of rare STC designs led to the formation of the Mehrigan Order of techpriests dedicated to deciphering the secrets of the generation ships. This research has led to numerous discoveries in the fields of engineering, weaponcraft, medicine, and agriculture. This in turn has led to Mehrigan learning institutions being among the best in the sector. The STC research also led to the construction of vast manufactories near the mineral-rich mountain chains of the planet where a multitude of items are constructed for both on- and off-planet use. The Mechanicum found integration of Mehrigan scientists to be far easier than expected due to the cultural curiosity and thrill of Mehrigans with rejoining humanity. The secrecy of the Mechanicum was overlooked as the secrets of the venerated generation ships were unraveled, bringing prosperity to Mehriga.
The volunteers who joined the Crusade fleets soon found themselves in the thick of the fighting to unite the disparate worlds of humanity and destroying the numerous xenos threats to the newly-founded Imperium. Mehrigan regiments gained a reputation for highly-mobile warfare that stressed minimizing friendly casualties while utterly destroying the forces of the enemy. On several occasions, Mehrigan officers refused to obey orders that would’ve led wasteful losses and led their regiments to victory in spite of the orders of the generals appointed over them with either Astartes or the Emperor interceding to stop any retribution. As the year went on, Mehrigan regiments became known as fierce warriors whose prowess even gained the notice of the Emperor and the Primarchs.
When the Warmaster Horus betrayed the Emperor and attacked the Imperium, the Mehrigans found themselves on the side of the Emperor, battling for their very survival. Of the 100 regiments that joined the Crusade, over 50 were destroyed in the civil war, often betrayed by those they considered friends. Every single Mehrigan regiment fought skillfully, often inflicting heavy casualties upon the traitors before being overwhelmed. Mehriga itself was attacked by the Word Bearers to destroy the planet’s ability to supply the Imperium and the Ultramarines and only the skill of the defenders combined with the timely arrival of a company of Ultramarines saved the planet from destruction. With the death of Horus at the Emperor’s hand, the traitors fled to the Eye of Terror, and the Imperium was born. The Mehrigan regiments had served with distinction and millions had been killed both on- and off-world.
Since then, Mehriga has grown in prominence within the sector with its manufactories turning out weapons for the Munitorium, its techpriests continually researching the rare STC templates found aboard the generation ships, and its agriculture feeding billions. Mehriga is one of a handful of worlds capable of manufacturing the Aeneas-Pattern armored carrier, a highly-maneuverable and heavily armed vehicle that rivals the ubiquitous Chimera. Mehrigan farms, ranches, and fisheries are among the most fertile in the sector and produce everything from basic corpse starch to delicacies worth a palace that are prized across the Imperium. Mines dot the planets and asteroids of the Mehriga system, harvesting a wide variety of minerals with applications in numerous fields. Combined with a strategic location, Mehriga has become prosperous and prestigious. The Adeptus Terra considers Mehriga crucial to the sector and the Ultramarines see the system as a crucial ally.
The culture of Mehriga is far different than most planets of the Imperium in that personal choice and responsibility are paramount. Citizens are expected to act responsibly and those who rebel against society are ostracized by all, including their families. This form of peer pressure has the benefit reinforcing good behavior while removing abnormal actors from view. This has not created a society of robots but rather a society of respectful citizens who value their rights and responsibilities as a symbol of their loyalty. Hard work and loyalty are rewarded and promotions are based on merit rather than connections. Mehrigan society is considered a rarity among the myriad worlds of the Imperium.
Though service in the PDF is voluntary, there is no lack of volunteers since five years of service is required before Mehrigan citizens can attain higher education or the ability to vote. Consequently, much of the population has military experience and veterans are expected to act as auxiliaries for the Arbites in times of emergency. Military training is professional and leans toward instilling personal initiative at all ranks to ensure there is no confusion when leaders are incapacitated in battle. Though the Imperial Codex is held up as an ideal, the costly attrition warfare favored by many Imperial commanders is seen as criminally wasteful among Mehrigan leaders who prefer the doctrine of using their forces to inflict maximum damage for the least possible losses. Mehriga’s planetary defense force is considered one of the best in the Imperium and volunteers from these elite regiments form the tithes to the Imperial Guard.
Mehrigan laws are simple and lean heavily towards the rights and responsibilities of citizenship while showing little mercy to those who would violate the rights of others. Law enforcement is a community activity with large auxiliaries of veterans that assist the Arbites when required. Penalties for failing to obey both Imperial and Mehrigan laws are harsh and include prison mines, hard labor, capital punishment, and arco-flagellation for the worst offenses. Those who would abuse knowledge are seen as the worst criminals and are often executed after a thorough trial involving both the Holy Inquisition and Mehrigan Internal Security Bureau. Most Mehrigans are armed and criminals know there is a good chance a potential victim will use deadly force to protect themselves. Due to Mehrigan laws, the crime rates on the planet are lower than many other Imperial worlds.
Education is highly prized among Mehrigans who believe knowledge is power and those who choose not to get an education or serve in the military to be the lowest of scum. Mehrigan children are tested throughout their lives to determine their strengths and correct weaknesses at the earliest possible time. Education is well-rounded and includes mathematics, history, theology, reading, physical training, and military science. As a child grows, they are encouraged to follow their strengths into careers where they can excel. Military service further polishes earlier education while building discipline, team work, and loyalty. At the end of five years of service, most Mehrigans move on to higher education in one of the many universities or technical schools that dot the planet. It is not uncommon for graduates of Mehrigan universities to find themselves as advisors to Planetary Governors, Imperial Commanders, Rogue Traders, and Inquisitors.
Mehrigans are devout followers of the Imperial Faith in plain, no-frills churches where individual piety is valued more than mass worship. Churches tend to be small and Spartan with little of the massive baroque architecture typical of many worlds. Priests encourage faith in Mehrigans through guidance and discussion of Imperial scriptures rather than ceremony and blind faith. This difference in religious doctrine does not diminish the faith of Mehrigans but instead strengthens it through individual introspection and the feeling of a personal connection to the Emperor through deeds and actions. Some members of the Ecclesiarchy question this method’s orthodoxy but repeated invenstigations by the Holy Inquisition have uncovered no heresy in this simpler version of the Imperial faith. Mehrigans follow a simpler, less ceremonial version of the Imperial faith but are no less pious than any other Imperial citizen.
The Mehrigan government is unique in that the planet elects their Planetary Governor (called the Viceroy) and Legislature from the ranks of its veterans, with each candidate approved by both the Ecclesiarchy and Inquisition after a thorough investigation. The Viceroy serves a single dozen year term and cannot run for reelection. There is also a Senate and Commons that write legislation for the approval of the Viceroy with the Senate being elected from among the Provincial Legislatures and the Commons elected by the people of each district. The Mehrigan constitution contains strong controls over elected officials to both minimize corruption and ensure no one official or group officials is powerful enough to undermine the government. In the past 100 centuries, there has not been a single account of an official being able to undermine the government and the 150 who have tried paid with their lives. The Mehrigan government is a republic that is rare among the worlds of the Imperium.
Mehriga has a large, well-developed military of over 300 PDF regiments, a sizable system defense fleet, and a blue-water navy of over 1,000 vessels. These units have illustrious histories and are the pride of regions they are stationed in, being the focus of parades, tri-vid entertainment, books, and other ceremonies. School children learn the martial past of their world and by the time they have reached the age of maturity, they are proud of their heritage. Training is intense and focuses on reacting to rapidly changing conditions, personal initiative, teamwork, and loyalty to the Imperium and Mehriga. This has led to Mehrigan regiments being highly-motivated, well-disciplined units capable of feats greater than other Imperial Guard regiments are capable of. Morale is high because troopers know they have the ability to take advantage of enemy weakness and lead their comrades to victory. Commissars assigned to Mehrigan regiments are at first surprised by the familiarity between ranks but often come to realize that duty with Mehrigan units is by far one of the easiest assignments in the Commissariat due to the quiet loyalty and professionalism of the troopers who see Commissars as counselors to be trusted rather than disciplinarians to be feared. Mehrigan troopers also know that their lives will not be sacrificed needlessly to gain victory, leading to a much tighter bond between officers and enlisted than in many other Imperial regiments.
Mehrigan regiments are hard-hitting formations of highly-maneuverable and heavily-armed wheeled armored vehicles of STC origin. Chief among these rare wheeled vehicles is Aeneas armored carrier, a six-wheeled vehicle typically armed with a turret-mounted executioner plasma cannon, a bow-mounted heavy stubber, a pintle-mounted heavy stubber, and a missile launcher. In addition to this impressive armament, the Aeneas also carries a squad of infantry into battle. The Aeneas is over 50% faster than the Chimera with similar armor and heavier armament, allowing Mehrigan formations to forgo slow-moving heavy weapon squads in favor of vehicle mounted weaponry. Mehrigan regiments are expert at armored reconnaissance, hunter-killer, and mechanized infantry warfare, often combining the three into devastating attacks that many enemies find irresistible. Combined with Mehrigan tactics of causing as much damage as possible for the least losses means many assumption of Imperial Guard tactics to be fatally incorrect.
Foremost among the Mehrigan regiments is the 3rd Mehrigan Armored Cavalry Regiment. The 3rd MACR, also known as the “Thunder Lords” is one of the original regiments formed during the Emperor’s Crusade to unite mankind and has been kept at full strength through regular reinforcement from the home world. The 3rd MACR has battle orks, chaos, tyrannids, and eldar in thousands of battles over the last 100 centuries. Competition to join the regiment is fierce with only the finest of Mehriga’s PDF being inducted into its ranks. Currently assigned far from home at the Spinward Front. The newly-assigned 3rd MACR has already proved itself against orks in a war of maneuver on Horizon where vast savannahs proved the perfect place for hit-and-run raids that bled the orks white. The Munitorium predicted the Horizon campaign to last six to eight years instead took ten months and the reputation of the 3rd MACR in the sector is now secure.
The 3rd MACR is organized around 20 fast-moving companies (each company is lettered from A through T) of wheeled vehicles, providing a combat strength of close to 9,000 troopers and 900 armored vehicles. A typical squad is mounted in a single Aeneas-Pattern Armored Carrier. Heavy weapons are stored in the carriers until needed, allowing infantry units to move quickly both in and out of battle. Other versions of the Aeneas include multiple launch rocket launchers, tank hunters, and air defense vehicles (these are often pressed into service as anti-infantry platforms). Scouts are transported in lightly-armored Hunter-Pattern wheeled vehicles that allow them to range ahead of the company to find the enemy and report back quickly. When fielded, this hard-hitting mix of scouts, mechanized infantry, and hunter-killer teams combine to hit hard and fade before an enemy can effectively react. Companies will often split up into smaller groups to spread out and scout the front for signs of enemy movements and weaknesses to exploit. Once an opportunity is discovered, the companies often reunite and strike, buying time for the slower units of the Imperial Guard to arrive. If a company is cornered, it has the ability to use its superior firepower to shoots its way out before being overwhelmed.
