It's a great tutorial and I hate to be a nitpicker, but wouldn't this technically qualify as oekaki rather than pixel art?
Pixel art is made by handplacing each pixel, not by scribbling.

Uhm, I'm not sure. To be honest I've never heard of oekaki before .o.;
Pardon my carelessness, but I just assumed that using defined pixels is considered pixel art, haha vuv;;;

Nah, it's a common made mistake, no worries.
Basically, pixel art is art that's made by placing each pixel by hand with a 1p hard-edge brush.
Oekaki also works with hard-edge brushes, but the art is made by drawing, not by placing each pixel by hand. If that explains it a bit. o.O

...in that case, I guess I'm a bit of both ._.
'scribble technique' I only use sometimes, but I put it in the tutorial
because it often worked for me OTL

It looks lovely, though, I'm not saying it's a bad technique. D:
And often the line is very thin between pixel art and oekaki. It's just that they still are two different forms of art, like, say: digital painting is not the same as traditional painting even though they are related somewhat. c:

I love you. Like no really thank you so much. I have been trying to figure out how to do this since forever -.-; I always just cheated and used the brush tool and made it with black and changed opacity. >.>;

Your shading style is really cool, and the way you start the process (darkest and lightest main shade) is interesting. The highlighting (the example of your 'scribble shading' with the yellow gradient) is beautiful!
The only thing I'm not confident on in pixel are are my interlacing pallettes, but this tutorial has given me an insight on how to achieve that. Well done!
