Logic attack:
The lack of decorations and artistic forms suggests an efficiency oriented society. And since levitation is such a light issue, why would they have so many roads? Levitated machines would care for the farm (or gardens) making roads a waste of agricultural area.
The fortress looks more like an energy generator than a fortress. Unless that is the intention and all things start coming out from behind hidden doors at the moment of engagement.
Railways are the most energy efficient and manageable means of transportation, has this civilization abandoned this method?
And the air craft is hard to notice (it took me a minute before I noticed it).

May be those arent roads, they can be anything may be pipes or cables, or visible cover for underground tunnel. If it can be an energy generator then its best to just build on the energy generator. The thing is mostly self sustained, row material are obtained from the duck on the ground which leads to a lava pit. No need to have mass transportation of goods. Air craft visibility is depend on how a monitor is calibrated, some can see it easier than others.
