You know I have to wonder what s the writer's justification for not letting him win a league? It's not like winning one makes you an automatic pokemon master or anything.

It's to keep selling the games really, the anime is now at best a tie in and at worse just a glorified advertisement. Over the years more an more has come out as older animators and staff who were on the production team of the original anime - and have since left - have spoken out about the original tone of the series and abandoned ideas. The basic issue is that even though by 1997-1998 Pokemon was become a huge sensation both in Japan and abroad - bigger than Game Freak or Nintendo expected - when the anime was first being produced, no one, not Game Freak, Nintendo nor OLM and TV Tokyo knew just how big of a cultural phenomena, a tsunami the franchise would become - indeed Pokemon, at least in Japan has likely cemented itself as a permanent cultural feature. At the time the first episodes were being produced, the intention would be to make a single "season" series that would last between one and a half to two years. Within the first six to eight months of the airing of the first episodes, the franchise and the anime had become popular enough that a feature film was warranted, it was quickly decided that the movie would center around Mewtwo and Mew and that it would act as the series finale closing out the series with a distant epilogue. Some stills and even moving frames of this epilogue, which features an older Delia Ketchum playing with her grandchild, Ash and Misty's 2-4 year old daughter. According to interviews, the original intention was for Ash to Win the Kanto League, beating Richie and then defeating Gary in the Finals and "fulfilling his dream" - note that in the actual anime, Gary lost in an earlier round that Ash did. There was even talk of Ash's father and the idea of it being Giovanni/Sakkaki was bounced around for sometime - with the intention to fit it into much of the tone of the first movie; the questioning of self, the concept that you and your actions define who you are, not where you came from nor how you were born, as well as the motif of the "Evil Father" Giovanni/Sakkaki creating - or at least funding - Mewtwo and hurting it, giving it a horrible outlook of humans, while the "Kind Son" Ash/Satoshi would "Save" Mewtwo, freeing it and reversing the worldview his father gave it. Apparently around about the year to 14 month mark, it was realized that the franchise, which had sequel games in development, and now the itself anime were very popular, too popular to simply end it on a single season, so a lot of the original "end game" plan for the tight conclusion was discarded, ideas for the conclusion like Ash's victory, The "Darth Vader/Luke" subplot as well as the Mew subplot with Jessie's mom were all scrapped along with parts of the then incomplete movie like the aforementioned epilogue. This along with the soon to be established constant cycle of new Pokemon games being released resulted ultimately in an easy formula for an continually "immortal" anime for easy tie in an advertising. Ash always stays 10-ish and he always looses so he can just move on to the next region as a new group of games is released. Indeed with the 19th and 20th movies it appears they may be testing the waters for rebooting the entire series at this point.
