She's rightWild Starters are supposed to be Rare Ash, you can't just find Cyndaquils, Totodiles, Treeckos, Bulbasaurs, Squirtles and Chikoritas anywhere y'know (Froakie, Charmander, Snivy, Chimchar and Tepig all had former trainers likely given to them from the professor so they're unlisted even though they weren't found at the lab)
