It looks like train that lays the Ballast ( the granite stones that hold the track in place)  those angled hopper wagons have a conveyor belt that lets the whole train of ballast empty from the end of the train.  But I'm wondering if its working in reverse and scooping up snow.

Yes and two Augers ( Screws ) to carry the snow up into the wagons!
