My computer crashed while I was working on this. I lost an hour of work. That of course, means "the whole freaking file".I get the feeling Luna doesn't like being interrupted.
No rear wing was visible for Luna, so I added one. Celestia's left wing is completely hidden by her mane (I made a copy of the right wing and moved it into place to check). Or it might be folded up. Her horn was also tweaked slightly to better space out the fluting.

I figured Luna was annoyed because she had to go along with Celestia's lie about not knowing anything about the Crystal Empire. (The Journal of the Two Sisters proves that Celestia and Luna actually knew a lot more about the Crystal Empire than Celestia said in the show.) She DID bear the Element of Honesty, after all.

Once there was a little girl called Clarissa, she was ten-years-old and she lived in a mental
hospital, because she killed her mom and her dad. She got so bad she went to kill all the
staff in the hospital so the More-government decided that best idea was to get rid of her so
they set up a special room to kill her, as humane as possible but it went wrong the
machine they were using went wrong. And she sat there in agony for hours until she died.
Now every week on the day of her death she returns to the person that reads this letter, on
a Monday night at 12:00 a.m. She creeps into your room and kills you slowly, by cutting you
and watching you bleed to death. Now send this to ten other pictures on this one site, and
she will haunt someone else who doesn't. This isn't fake. apparently, if you copy and paste
this to ten comments in the next ten minutes you will have the best day of your life tomorrow.You
will either get kissed or asked out, if you break this chain u will see a little dead girl in your room

My guess (assuming that's she still big on tradition as she was in Luna Eclipsed) is that she probably didn't like being interrupted; that Twilight didn't show her and her sister proper respect or something trivial like that.

More likely Luna just wasn't ready to trust her sister so thoroughly. To have Luna along with is a greater guarantee.
When they touched horns towards the end, it was of understanding. Luna realized that this was about Twilight learning.
Worst case scenario, Celestia and Luna go defeat Sombra again remember.
