It's a webcomic that is being scanlated by volunteers on an LJ community called (shocker!) Hetalia. There is a published manga, but it hasn't been licensed outside of Japan (as far as i know), but that's also been scanlated and made available for download. Go google it.

ok first in in large the picture, then you use your mouse to cope image or save image as then you go to a art thing on the computer ( I use paint if you have any thing better you can us that) and if your useing paint there's a dotted sqcare thing you click on that and on the white paper you paste the meme and you draw picture on the meme according to the questions, save it when your done then summit it to DeviantArt and in the artist comments put a link to the original.
