Yes, both are legal.
The first one you buy and the second one is a free download. I've used both with no problems, but I recommend StyleXP because you can change everything on WindowsXP.

Sorry, I first read your comment thinking it was on the Visual Style work, so my answer is wrong.
This is the right answer: The cursor set can be installed using the program StyleXP or by changing the set on the Mouse Properties.
and yes, you can change the log on screen with StyleXP
