What's going on near his eyes? There's some kind of organic matter there inside the helm/mask? Even the Elite Combine Soldiers are still technically human with their own thoughts right? Like how Civil Protection personnel are still human and think like normal humans but they've been conditioned to act as enforcers and all that.

civil protection: average people like you and me, took the job for better living and food
combine soldiers and elites: get their MINDS wiped of human memories and uploaded with many tactics and warfare programs, but still have enough of their humanity to yell "crap!" when a grenade lands near them.
