Can they be white?

I like, no, love the dress. It's beautiful, and was coloured expertly. I like the hair - I agree with some others, that it looks stiff, but to me it appears stiff from the icy wind, which suits Elsa.
I think the face could be a little paler, and I don't like the orange above the purple eyeshadow. I like her lips, eyes (excepting the orange), and neck/high chest under neck (due to colours used - that is what colours I would use for her face: a paler collection of colours.)
However it is still, overall, exceptional.

Oh man, the texture of her dress is out of this world--great job! The hair looks stiff though, that's the only thing. But you did a great job over all!
