The scary thing about this for me is that you can never open up someone's head and see if there is a brain inside. It takes a bit of faith to trust people.

Actually, the novelization answers that. Demon soldiers don't *need* a brain. Or to put it another way, "You are not being paid to THINK. You are being paid to FOLLOW ORDERS."

I've looked for this very same question on the internet for a very long time (I was looking for this question on this post as it is even now).
Never found an answer, but I had always assumed it was due to them not having souls, and therefore souls were considered housed in the brain in the Constantine Movie Universe.
