Actually there's a project going on, or, was a project--it's been pretty silent for a while--that was going to make a massive revamp of the legend. It's called *EmoticonHQ , if you want to go check it out.
But in reality, the admins can't just add an emote to the legend freely and whenever they want. It's a very limited opportunity, to say the least.
