Apparently they're air currents. They're forced against something forcing them to rise up. This happens with some mountain ranges; resulting in Lenticular clouds if the air only rises as needed and cumulus (or more) clouds if the air continues to rise above the surrounding atmosphere, condense, etc...
well that's my intrepretation. That and I like balloons =]

yeah...they're cute, it's fun to place them above your head and watch them float and bump against the ceiling, hug them, talk to them, etc..

The little arrow lost its balloon to the wind! Why is the adult arrow merely standing about with that stupid grin on its face? How heartless. And more related-ly speaking I enjoy this ID's presence on your page undoubtedly. The balloon stands out overly just so, whist the arrows blend in with the pavement!
