Yes it is. Dynaman (the big Green and Blue dude) is from the PC Megaman 1 game. Sharkman from the Megaman 3 PC game makes a cameo in Past's level as well, as a statue.

Gravity men at the same time made this fight..interesting. Thank god Past kept flying near the ceiling

Out of the summoned Robot Masters - the sprites of Dynaman and Dangaman (as well as past himself, obviously), are completely original, and even bosses ripped from the NES games have new poses.
Flashman was half coded but made the fight utterly ridiculous, so he got dummied out in favour of Gravity Man.
Splashwoman didn't even get started.
