As a separate note, I never understand why Fluttershy is majority-perceived by the fandom as being so busty.
As for this fan-work, the horror route was definitely the correct route to go here.Β It has much better impact (to me, at least) than something comedic.Β Good artistic call.

I believe it comes from the "busty but shy" stereotype depicted by characters from many types of media, mostly from anime/manga. Personally, I like this stereotype and the concept just resonated with Fluttershy in my mind (and apparently the majority of others)

I'm honestly not sure if this is supposed to be either scary, sexy or funny? Although I woudn't mind seeing someone make a fanfic out of it. Heck I mean they made fanfic of Rainbow Dash getting married to a kitchen sink, a fic of a tornado of sharks laying waste to ponyville and the USS Enterprise with a rising threat of raging lava beavers, Twilight developing an adiction to books and a fic of Twilight getting irritated by a mosquito.
