Well, it is an illustration for a fic of mine, (if you want to check it out, the link is in the description above) and basically, in this scene, Tooth is trying to explain Jack why Guardians don't ever show themselves to children. A little one-shot trying to explain why you never see Santa or the Easter Bunny, or why the Tooth Fairy only ever comes if you are fast asleep
