I am pretty sure it's SHE. Mongolian men have much more broader cheekbone than the women.

Β It's probably a men, I mean, even thought it's a really androgynous character, look at his eyebrows and jawline. Besides, the person is carrying a sword and someone's head, I am feminist and all, but... let's agree that in this context it makes it less possibly for the character to be a she. There is the chance that the artist wasn't thinking about the sex or gender too, or that the character just doesn't have one. In the end, it doesn't actually matter which pronoun you choose to use, since we are refering to the same thing and since we can't just guess based in what we see, it could be both. Or we can just ask the creator, that works too.Β
Β Obs: In where I live, it's really late, and I am sleepy, so that probably means I am saying rubbish. There was a point where I just didn't even knew what I was talking about. That is a sign.
