Actually, the reason why the Ultraverse isn't being published by Marvel has nothing whatsoever to do with the creators, royalties to the creators or legal issues with the creators (there are no legal issues with the creators). There are also no rights issues. Malibu Comics owned the Ultraverse 100% (it was not a creator-owned universe). Marvel bought Malibu and thus Marvel owns the Ultraverse 100%. I got into the Ultraverse back in the 90s. It had problems, but unlike marvel or DC it didn't have 50 years of history to know. They were heroes that I was getting to know from the get-go. For me, Black September was like the death of marvel.

LOL, Ulraverse.... I remember the Ultraverse, it was singularly terrible. It was the epitome of the 1990's comic book spirit... The can do spirit of the small press publisher, combined with the terrible art design direction & cliched writing of Image comics.

In the interest of fairness, these characters aren't getting new comics from Marvel is becuse of the rights issues and royalties being a complete nightmare.

You're just repeating what Joe Quesada has said previously. While only Marvel and the original creators are privy to the original contracts, I doubt it's a "legal nightmare".

What it really comes down to is Marvel not wanting to pay for what they already own, which is fine, but they should say so instead of saying "legal nightmare".
