This is random but why does scarecrow in the super friends cartoons have an old woman voice?

To be honest, I don't know a whole lot about the Batman franchise. My brother does most of the writing and we both do art. And I'm sure that even he doesn't know why scarecrow has an old woman's voice, but I can assume it's to make him sound creepy, and Halloweeny (if that's not a word, I'm calling Webster's)
