Because we know they could be anybody but the distortion and exaggeration of their features makes them somewhat... off. I find anything 'off' makes things creepy rather than scary. Scary invokes fear. Creepy is personal. Sorry if I'm coming off as a smart-ass, not my intention. :S

I sleep with the door closed so its super dark in my room but it doesn't creep me out sometimes when I wonder if I'd be able to spot someone in my room if they broke in or something since its so dark
