I made the picture above using the custom shape I made, the shape is obviously black/white, but you can texture it, use some clouds noise and wind.Favs and comments are welcomed

I'm sorry I didn't make an action, but you can try this:
chose a gradient for your image, a darker color for stroke and a lighter color for inner glow. make a new layer and do clouds noise. cut away whats not on top of the shape, change the mode of that layer to overlay or softlight, and do burn / dodge from then on to give it a more realistic look. for finishing touches put a grunge texture on top and set that layer to soft light and add a gradient filter or photo filter for that old photo look.
