This is an Exploding Jim villain, "Mean Little Girl" or "Little Fairy Goddaughter."

I'm not sure that this is what she'll ultimately look like. I envision her a bit younger than this. Also, my clean-up of the sketch in Photoshop kind of ruined the eyes. I'll have to try rescanning on a better scanner. Mine done broke.
