Fine art is an art forms which is developed primarily for aesthetics and/or concept rather than practical application.

Another definition can be also a visual art considered to have been created primarily for aesthetic purposes and judged for its beauty and meaningfulness.

But for fine art photography , the definition can be Fine art photography is created primarily as an expression of the artist’s vision.
