can i be really really dumb and asks what it means? i dont quite understand what it means..

no its not a dumb i figured some one would ask this question. ok your going to get a little lesson in computers.
ok every computer has and ip address this is and id that it has on a network or the internet. now and ip address that a computer can use to veiw its self is 127.0.0.1 it called a loopback address. now every computer that is connected to a network or has high speed internet has a nic card which has buffers on it. these buffers makeup for the speed difference between the inside of your computer and the internet coming in. Now these buffers are only 64Kb and if they get a piece of information from the network or internet bigger than that 64Kb it can crash your computer or make it lockup. NOT GOOD. now all that comand is telling your computer is to send some information to its self that is slightly over 64Kb repeatedly untill told to stop.
