After 1 week of being an Admin, Umbra is starting his own team. With His sisters being the first to join, yet one seems to be missing.

Umbra stood at attention at Giovanni's desk, hands behind his back and legs together, strictly watching as his leader and master read the reports, while Giovanni's Persian lay by the side of the desk.

"I see, so you think Ash Ketchum would be a great fit as an Admin?'

"Yes Master Giovanni! I believe he has the qualities to be an Admin at my side." Umbra explained, smiling, knowing that his master would agree and get Ash on.

“I am sorry, but I cannot do this,”

“What!? Why Master Giovanni!?” Umbra yelled, causing Giovanni’s Persian to get up and get ready to defend its trainer, but a simple pet on the head calmed it down.

“I mean, not yet Umbra. While you have proven to be loyal to me, I still need to test you. I can’t just make another Admin because you happen to be successful. You must show what you can do first, recruit others below you, then… I will consider this.” He explained. He did have to admit, getting the brat Ash would be good, but he can’t just have Admins if he did not know just how well they could do.

Umbra sighed, but nodded. “Yes Master, I understand.”

“Good, now…. You have any other people that you think we can recruit?”

The Umbreon had to to think on that, he had just planned on Ash, and not really thought of others. While contemplating, his mind wondered to the Cerulean City Gym, and then it clicked.

“The Waterflower Sisters of Cerulean City Gym,”

This did catch Giovanni’s attention. “Why them?”

“Well Master, they are my sisters, and leaders of a Gym - if I recruit them as my Vice-Admins, we can make the Gym into a recruiting station for Team Rocket. I can recruit from there while still operating it as a gym,” Umbra explained.

Giovanni leaned back to think about it, slowly smiling at the idea. He never liked those three, way too vapid and didn't take their job seriously - they even started to just give trainers badges. That was a line even he would never cross. "Consider that request granted, just give me the details and I will get transportation ready to take you to them."

Umbra grinned, "Gladly Master Giovanni."

While explaining everything to Giovanni, Umbra couldn't help but think about the mission. He was going out to prove his loyalty, and he was going to get grunts to lead… He couldn't wait to see which grunts his master wanted him to lead!

Umbra stared out annoyingly as the three he had command of just kept talking about him. Now that wouldn't be so bad if he was not on a Meowth hot air balloon with none other than Jessie, James, and Meowth, who were all busy talking about him.

“Can you believe that he used to be one of the twerps?” James asked, staring right at Umbra in amazement.

“I wouldn’t believe it, but here he is, but he acts so different from the twerp.” Jessie interjected, also staring right at him.

“I think he would have looked better as a Persian.” their companion Meowth called out.

“You only think that because you think he would also like you,” James deadpanned said.

“Can’t stop a cat from trying!”

“And I would like you three to try and keep your mouth shut! We’re supposed to be sneaking into the gym, not loudly announcing it.” Umbra glared at the three, who all jumped at his sudden outburst. “I swear, we’ll be spotted the moment we get anywhere close.”

“Well to be fair, you never noticed it before.” James said, with a nervous smile.

Umbra could not deny that fact, no matter how many times they met, back when he was Misty, they never noticed the balloon or the costumes they were wearing, but he reassured himself that it was because he was a stupid young girl. Now he would never fall for such tricks.

“Hey, boss! We’re here now!” Meowth called out, breaking Umbra from his thought, as indeed, they did make it to the gym, and were right above the roof now.

“Good job, I will handle it from here.” He jumps on the basket edge and was ready to jump down to the roof until Jessie spoke up. “And what about us?”

“You three, check the back alley, see if anything is up back there!” He knew nothing would happen - he just wanted those three gone.

“Yes sir!” all three shouted, as Umbra jumped from the basket, and onto the roof of the Gym. He couldn’t help but smile while looking at the city from so high up.

“Feels nice being back here, but I can look at it later, I have a job to do.” And with that, he went to a nearby vent and jumped in.

Down in the main area of the gym, Daisy and Violet were busy getting taken care of Dewgong and Starmie, all while chatting away, mainly about what happened to Misty, since she had been gone for over a week.

“It is not like her to be gone this long without telling us.” Daisy sighed, polishing up Starmie.

“I am sure she is fine, probably going to see Ash or something.” Violet replied, giving the Dewgong some food.

“But it doesn’t take her a week to do it…”

“Oh no worries, she is much closer than you think!”

The two stood up quickly, hearing a male voice coming from around them, their Pokémon getting ready.

“Who said that!?” Daisy said, taking out a Pokéball, ready to release her Pokémon.

“Oh put it down, not like it is going to help you, after all!” The two gym leaders jumped as a ceiling grate fell behind them, and turned around, faces in shock seeing a tall Umbreon in a Team Rocket Uniform. “Not like you two can stop me!”

Before the sisters could even ask who the Umbreon was, Dewgong and Starmie jumped into action. The Umbreon just sighed. “One moment please.”

The Umbreon powered up a Dark Pulse in his right hand and shot it at the Starmie, and then quickly with his left hand, shot out a Shadow Ball at the Dewgong. The attacks hit, and both pokemon went flying back, knocked out as the Umbreon smirked in victory. “Seems I’m stronger than I thought...”

“W-who are you?” a shaken-up Violet asked, shocked at just how easily this odd Pokémon took out two at once.

“I am Admin Umbra of Team Rocket! The first of many new humanoid Pokémon to be brought into the ranks,” Umbra announced, smirk not leaving his face, “but before that, I was Misty Waterflower.”

“You can’t be Misty! She was nothing like y-” Violet was starting to say, but was quickly interrupted.

“When you were ten, you flooded the gym and blamed it on your younger sister, and for you Daisy, you were a huge fan of Lugia until you found out it was not a water-type - you cried for over a day.”

This stopped the two, the only ones who would know of this were their family, and they knew that Misty would never tell anyone, so that could only mean one thing.

“Misty, what did they do to you?”

“They made me stronger! Better! Master Giovanni gave me a form and rank that few could imagine!” Umbra grinned and laughed.

“He brainwashed you!” Daisy screamed out, not believing that her little sister would ever be like this.

“Maybe, but who cares… I’ve never felt so alive before.”

“So why are you here?” Violet asked.

That got them a chuckle from the Dark type. “Simple. I need Vice Admins, and who is better to take that place…” his hands glowing yellow, “…then my sisters.”

With that, he shot the yellow energy at the two, hitting them and causing them to feel weird.

“What was that attack?” Daisy asked, looking at her glowing body.

“Transformation, something only Admins can use. It has a special ability,” he said, as he watched the two sisters grow fur and see their faces pushing out into new muzzles. Daisy was growing grey fur with black fur, while Violet was growing orange with black fur.

“You’re transforming us!?” Violet yelled, her voice getting deeper as a tail grew from behind, orange with a black tip! Daisy was growing a black tail, her voice getting deeper as well.

“Yes, I am, to better suit being my Vice-Admins.”

Umbra watched with a toothy grin as the transformation continued. Black pawed feet bursting from the sister's shoes, as their clothes were starting to morph into black uniforms. The two struggled as their nails became claws and breasts shrunk, even finding themselves getting older. During all this, some thoughts were entering their minds… that this was making them better… that Umbra was right.

“I feel so… strong” Daisy growled, eyes turning yellow as she felt her muscles bulk and tense up.

“So… superior” Violet growled as well, yet hers was more smooth, as a black moustache appeared under her nose.

“Of course you are, and you know why?” Umbra asked, watching a bulge appear in the crotch of the two as their hair continued shrinking away. Soon their clothes fully formed into a black uniform, with the Team Rocket logo on their chest, arm, and legs and the two stood at attention their heads snapping up.

“Because we are Team Rocket! Vice Admin to Admin Umbra!” The two announced, transformations complete. Daisy now a Mightyena, and Violet a Theivul, and both now in their later 20’s, older than Umbra.

“Very good, now, state your name, rank, and job!” Umbra ordered, legs together and hands behind his back.

Daisy spoke first. “I am Might! Vice Admin to Admin Umbra! And I am your enforcer!”

Violet was next. “I am Treck! Vice Admin to Admin Umbra! And I am your spy/thief!”

“Very good, welcome to Team Rocket!”

The two saluted.

“Thank you! I never want to go back!” Might chuckled and crossed his arms, feeling his new muscles tense up.

“I agree, I feel much better this way.” Treck twirled his moustache, feeling confident.

“Glad to hear!” This was going great, he got his sisters and turned them into something better! Sure, Might seem to act more like a muscle head, and Treck seemed to be more into how he looked, but it was better than nothing, and plus, he got them in one shot.

Then his face turned into a frown, he realized something. “Wait, where is Lily?”

“Lily went out an hour ago. Apparently, she needed to go to the shop to pick up some items. Such a silly girl, missing something like this,” Trek answered, pitying his sister for missing out.

“Any idea when she will be back?”

“No clue, she comes back when she wants to.” Might shrugged.

“I see… Well, guard the doors, catch her if you see her, and then bring her to me. Is that clear?” Umbra ordered, eyes narrowed.

“Yes sir!” Might and Treck saluted and went off to do their duty, leaving Umbra alone.

“Once I get her, this place will become my gym… and then, that will bring me one step closer to recruiting Ash as a fellow admin!”
