I've never seen the registry listed anywhere as 1717. Franz Joseph listed it as 1704 way back in 1975 and he probably had less resources than we do. The names on the list of 12 vary and so do their numbers and quantity of ships are usually listed as 14 anyway. (and that doesn't seem to include the Defiant). This is a point that we fans can debate till the sun explodes, so all I can say is whatever works for you is cool with me.
