Dad: *holding Caitlin in his arms* Alright Cynthia honey. Come say goodbye to Caitlin.

Cynthia: What?! Daddy why?!

Dad: Your sister needs to go away for a little while so she doesn't hurt you or herself.

Cynthia: No! *tears up* Daddy you can't!

Dad: I'm sorry sweetie...there's just no other way. But I promise we'll visit her all the time.

Cynthia: *cries* No Daddy...she's my sister...

This is another part of the "Cynthia and Caitlin are sisters" theory that I like. We know that Caitlin has very strong Psychic powers and as a result was essentially locked away inside the Battle Castle in Sinnoh to hopefully learn how to control them. Given that these powers seem to be something she was born with, we can assume that her family were the ones who sent her there. And of course in order to own a castle, and hire full time staff, they'd have to be pretty well off. And we know for a fact that Cynthia is very well off.

So it's not unreasonable to believe that after Caitlin's powers began to surge out of control when she was a baby that they decided it wasn't safe for her to be around their other young daughter. So they sent her to live in the Battle Castle under Castle Valet Darach's watch. And of course Cynthia would not be happy to learn that they were sending her new baby sister away. The two would see each other fairly regularly since Cynthia would come visit the Battle Castle with her parents. But it was no substitute for living together. It wasn't until Caitlin left the Battle Castle once she turned 18 that the two were able to really connect.
