On flickr, you'll find all kind of licences, including very restricted ones. But you may select the pictures allowed for photomanipulations and/or commercial use with the motor engine.

I think you may contact him. By distributing, I think that it means publish it too. I know it is quite disturbing, one more reason for selecting only pictures which are clearly allowed for this kind of use
