With shape tool create a shape u wish, circle, heart etc.

Use black for color, then go to Layer >Layer Style > Blending Options
and change Fill Opacity to 50%. After that select Stroke style.
Use 10 pixels for the size, Position: Inside, Color: Black.

Then Edit > Define Brush
