So, this is a brand new character, HUZAH! Another baby to love and work on. Aaah, I missed working with bolder lines, too.

She's a selkie that was captured by a fisherman to be his wifey slave, and the sar on her eye was actually self inflicted on herself in an effort to try and make herself unapealing and ugly to him so he would let her go, though it didn't work. Eventually, she was able to find where he held her pelt, and planned to escape in the night, back to the ocean where she belongs, but he caught up to her. While he wasn't able to manage recapturing her, he injured her pretty badly before she made it back to the waters, and they turned out to be injuries that would be critical to her in seal form. She ended up washing up on shore a few miles down the way, where a marine biologist named Nigel, who happened to be doing field work in the area, found her and brought her back to his facility to nurse her back to health. Every day he sang Cecelia by Simon and Garfunkle to her because he thought it was a witty pun, but sadly, he couldn't cary a tune worth shit. One day, Cecelia had had literally all that she could take, and went so far as to shed her skin and take her human form again, JUST to tell him never to sing that song to her again. Surprised, though a little dejected feeling, Nigel agreed, but only on the condition that she allow her human name to be Cecelia Simon after the song.

Unable to safely return back to the water because of her enjuries (even healed they would make living safely as a seal dangerous), Nigel took Cecelia in and continued to care for the mood and despondant seal woman under the public guise that she's his cousin come to live with him while she gets back on her feet. Meanwhile, his academic career starts to take a dive as he becomes more and more interested in criptozoology, spurred on by the discovery of the existance of selkies hitting him like a brick to the face. He's in a bit of a tight space, reluctant to show any evidence for his proposal that there's a plausible chance for such creatures being out there because of the rist it poses to allert her old captor to her current whereabouts.

Lol, asked me the favor that if I ever create a selkie character, to fulfill a dream that her name would be the specific hidden pun of Cecelia xD The more I thought about it, the more I really liked the idea, so... HERE'S CECELIA THE SEAL. Cher took an interst in eventually making her companion, too, so there you have Nigel lmao.
