Sure they think that but I know Sonic felt bad when Shadow's hands slipped through his inheritor rings when Sonic tried to save him in Sonic adventure battle 2 plus Shadow did look like he was grieving when Sonic died in Sonic's 2006 video game.
( even though Shadow did keep crossing and unfolding his arms in the 2006 game but when he had his arms at the side, he looked pretty sad.)

Shadow's hand didn't slip through his inhabitor rings in SA2, he took them off and that's why he "died" because when he takes them off all his power is unleashed. He fell after they both beat Biolizard and Sonic looked for him and only found one of his rings that he had taken off. He still seemed sad though :\

The end of the game is kinda like what happened in the Sonic X episode when Shadow first appeared.
( Sonic X - Both Sonic and Chris were sad when all Sonic could find was Shadow's one inhibitor ring.
